Peter and Lois decide not to vaccinate Stewie, but when Brian tries to persuade them to get Stewie vaccinated, it ends up leading Peter and Lois to join the anti-vaccination movement. Meanwhile, Stewie ends up in some trouble when a pandemic hits Quahog.

Pam is embarrassed when she is the only person at corporate wearing a costume on Halloween. Pam's intended costume is Charlie Chaplin, since her mustache was applied with grease paint, she shows annoyance that she cannot remove her hat, since she then resembles Adolf Hitler. In Scranton, Stanley wears a Creature from the Black Lagoon mask in order to sleep at work and not get caught while Creed, Kevin and Dwight dress up as Heath Ledger's version of the Joker from The Dark Knight. Kelly dresses up as Carrie Bradshaw from Sex and the City, and Ryan tries to woo her. Ryan dresses as Gordon Gekko from the film Wall Street, which Kelly associates with the GEICO gecko. Oscar dresses up like Uncle Sam, Meredith is a cheerleader, Phyllis is Raggedy Ann, and Andy is a cat from the Broadway show Cats. Angela is in the same kitten outfit as she was in "Halloween". Jim's outfit is minimalist as usual, dressing up as a guy named "Dave" (a costume consisting of his normal attire, with a name tag).

Jack tries to transform the slumping Pete into a respectable man of ambition. Meanwhile, Tracy recovers his lost sense of smell and is drawn to Liz's scent, and Jenna battles the writers in a prank war.

Ron and Leslie take their dueling troops into the wild while Tom and Donna force Ben to relax.

The ratings for News Night are in freefall after it blows off a pair of top stories. It forces Will and Mac to find a way to bring enough viewers back to justify ACN's quest to air a Republican debate. Will considers writers for an all-access profile, Sloan is upset by the lack of coverage of the emerging debt-ceiling crisis and Charlie learns the identity of NSA employee 'Late for Dinner'.
