Dances with Wolves

Cartman is chosen to read the South Park Elementary morning announcements, which he uses as a platform to make critical statements about the school, especially class president Wendy. Soon projecting his announcements onto television screens in the classrooms, Cartman accuses Wendy of wanting to kill the Smurfs. He also sells copies of his new book, which includes sexually explicit rumors about Wendy. As Wendy refuses to acknowledge the attacks, Principal Victoria and Mr. Mackey confront Cartman, who accuses them of violating his freedom of speech and turning the school into a "socialist whoreland". Cartman further reports that Wendy bulldozed Smurfland and slaughtered the Smurfs to get their valuable Smurfberries. After an uproar from the students, Wendy appears on Cartman's show and surprises him by admitting to the accusations. Conceding her presidential post to Cartman, she announces that she has written her own book about the Smurfs and has sold the movie rights to director James Cameron for his new film Avatar. As president, Cartman cannot make the announcements anymore and learns that he has attained a meaningless position with no real power.

The episode opens with Leslie and Tom responding to an incident at a park trail, where teenage boys are picking up plastic baggies of dog droppings and throwing them at each other; Leslie tries to stop them but ends up playing along with the boys and admitting it is fun. Later, at the Pawnee town hall, a construction company has sent a gift basket with wine and cheese to the parks department, but Leslie locks it away because they are not allowed to accept gifts over $25. Later, she and the others in the department look at a new social-networking site that April has set up for the pit construction project. The site already has seven friends, including city planner Mark who Leslie is disappointed to see is friends with many scantily-clad young women. Leslie and Ann see Mark and other city planners drinking beer in the city hall courtyard. Leslie describes it as the exclusive "boys' club" and proposes the two ladies crash it.

In the fourth-season finale, the sighting of Jimmy's "ghost" is the talk of the firehouse; Colleen blames Tommy for her failed relationship, and Tommy figures out a way to fix his own. Meanwhile, Franco and Natalie come to an understanding, as do Lou, Mike and Latrina; Tommy and his father take in a ball game.
