As Benson and Stabler investigate the disappearance of a mother and her teenage daughter, they uncover a conspiracy between a corrupt immigration attorney and gangsters running a prostitution ring that is staffed by women they have smuggled into the country and imprisoned as sex slaves.

Brilliant and beautiful, Sadie Ellis has a good job at a boutique law firm where she works with passionate warrior for justice Cameron Wirth, second-year associate Tiffany Simon, former felon Nick, and her close friend Albert Cobb, who believes he knows everything about her -- but Sadie has a secret that could put everything on the line. Clandestinely involved with her charming client, Billy Brennan, a pediatric surgeon accused of murdering his girlfriend 24 years ago, she must work harder than ever to prove his innocence, even if she's not always certain of it.

When a college student (Shannyn Sossamon) claims rape and her professor (played by Billy Campbell) claims it was consensual sex, Stabler and Benson find themselves in the middle of a "he said, she said" battle, trying to decide whether to believe the alleged victim, or the alleged perpetrator who claimed she liked it rough. Benson sides with Myra, the victim, whereas Stabler finds himself wondering if Polikoff is telling the truth about being innocent, especially after Myra falsely accuses Stabler of touching her inappropriately. After giving more thought to the situation, Benson and Stabler each wonder if the other is right. Stabler has bigger problems on his hands, though, as Myra's attorney reveals that Kathy has moved out and taken the children.

The secret lover that Victoria had long before Conrad and David comes back into her life, with the potential to create a huge problem. He has intimate knowledge of the young Victoria and how she came to become so devious.

The film centers on an Israeli-Mossad team who in 1965 captured a notorious Nazi doctor who had performed human experimentation in a German extermination camp, and, when he escaped them, reported him as dead by suicide. The agents' supposed courage, and the substance of this fabrication, had become well publicized, but in the late 1990s, they learn he may be alive, repentant, and likely to expose the truth of the events

After Deeks shoots an unarmed man by accident, Hetty is forced to eliminate the liasion position and fire him from NCIS. It is soon revealed that the guy Deeks shot was actually an undercover NCIS Agent working out of Washington D.C which in turn gave LAPD a reason to take Deeks back after so long. The NCIS team are eventually able to find out the identity of the mole and in the end, Deeks returns to the OSP, having been reappointed as the LAPD/NCIS Liaison Officer.
